Dominant groups
An analysis of the jobs held by the resident population in Shire of Cardinia in 2021 shows the three most popular industry sectors were:
- Construction (8,092 people or 13.8%)
- Health Care and Social Assistance (7,882 people or 13.4%)
- Retail Trade (5,807 people or 9.9%)
In combination, these three industries employed 21,781 people in total or 37.1% of the total employed resident population.
In comparison, Penrith City employed 12.0% in Construction; 13.2% in Health Care and Social Assistance; and 10.0% in Retail Trade.
The major differences between the jobs held by the population of the Shire of Cardinia and Penrith City were:
- A larger percentage of persons employed in manufacturing (9.4% compared to 7.4%)
- A larger percentage of persons employed in construction (13.8% compared to 12.0%)
- A smaller percentage of persons employed in transport, postal and warehousing (4.8% compared to 7.4%)
- A smaller percentage of persons employed in public administration and safety (4.5% compared to 6.9%)

The largest changes in the jobs held by the resident population between 2006 and 2021 in the Shire of Cardinia were for those employed in:

- Construction (+4,755 persons)
- Education and Training (+3,010 persons)
- Retail Trade (+2,692 persons)
