Dominant groups
Analysis of the highest level of schooling attained by the population in Planning area 1 in 2021 compared to Planning area 4 shows that there was a lower proportion of people who had left school at an early level (Year 10 or less) and a higher proportion of people who completed Year 12 or equivalent.
Overall, 43.5% of the population left school at Year 10 or below, and 40.1% went on to complete Year 12 or equivalent, compared with 56.1% and 28.2% respectively for Planning area 4.
The major differences between the level of schooling attained by the population in Planning area 1 and Planning area 4 were:
- A larger percentage of persons who completed year 12 or equivalent (40.1% compared to 28.2%)
- A smaller percentage of persons who completed year 10 or equivalent (29.3% compared to 37.6%)
- A smaller percentage of persons who completed year 9 or equivalent (9.1% compared to 11.6%)
- A smaller percentage of persons who completed year 8 or below (4.8% compared to 6.5%)

The largest changes in the level of schooling attained by the population in Planning area 1, between 2006 and 2021 were:
- Year 12 or equivalent (+6,793 persons)
- Year 10 or equivalent (+1,094 persons)
- Year 11 or equivalent (+624 persons)
- Year 8 or below (-599 persons)
