In the G21 Region, 66.8% of low income households were purchasing or fully own their home, 19.4% were renting privately and 8.5% were in social housing in 2021.

The G21 Region's Housing Tenure data provides insights into its socio-economic status as well as the role it plays in the housing market.

This topic restricts the view of housing tenure to low income households in G21 Region. This can differentiate between housing markets which may be unclear when looking at the overall picture. For instance, if there are a lot of renters in the private rental market among low income earners, it may be due to housing being unaffordable for those on below average incomes. In many areas, social housing plays a role in accommodation low income households. This topic can answer questions such as whether the housing market is changing and squeezing out those on low incomes.

To further build the story of low income housing in G21 Region, tenure data should be viewed in conjunction with Dwelling Types, Age Structure and Household Type data.

Please note that the ABS definition of "Rented" in 2021 changed to exclude "Occupied Rent Free", which is now included under "Other tenure type". Looking at change from 2016, is likely to show an increase in this category - particularly for low income households, who are more likely to have this tenure type. It still represents a small proportion of all households and is expected to have a minimal effect on time series analysis.

Dominant groups

Analysis of the housing tenure of low income households in the G21 Region in 2021 compared to Regional VIC shows that there was a similar proportion low income households who owned their dwelling; a smaller proportion purchasing their dwelling; and a larger proportion who were renters.

Overall, 56.0% of people in low income households were in fully owned dwellings; 10.8% had a mortgage, and 28.2% were renting, compared with 55.9%, 11.5% and 27.3% respectively for Regional VIC.

Emerging groups

The total number of low income households in the G21 Region decreased by 3,717 between 2016 and 2021.

The largest changes in housing tenure categories for low income households in G21 Region between 2016 and 2021 were:

  • Renting - Private (-2,086 households)
  • Mortgage (-1,353 households)
  • Other tenure type (+416 households)
  • Renting - Social housing (-264 households)
