Typically, unemployment among youth (under 25) and seniors (over 55) are regarded as important indicators of social cohesion.
The participation rate is another indicator - defined as the percentage of the population in the labour force, it applies to all people over 15, and tends to peak among people in their 30s, while being lower for age groups with a lot of students, retirees, and where one partner has child care responsibilities. The size of the City of Whittlesea's labour force aged 15 to 25 years in 2021 was 19,575 persons, of which 9,096 were employed part-time and 6,596 were full time workers.
Analysis of the employment status of people aged 15 to 25 years (as a percentage of the labour force) in the City of Whittlesea in 2021 compared to the total population in the City of Whittlesea shows that there was a lower proportion in employment, and a higher proportion unemployed. Overall, 87.3% of the labour force aged 15 to 25 years was employed (0.0% of the population aged 15 to 25 years), and 12.7% unemployed (0.0% of the population aged 15 to 25 years), compared with 94.1% and 5.9% respectively for the total population in the City of Whittlesea.
