Frankston Metropolitan Activity Centre is bounded by Overton Road and Dandenong Road West in the north, David Street, Finlay Street, Beach Street, McAlister Street, James Street, Cranbourne Road, Deane Street and a line running continuous of Deane Street in the east, Millard Street, the Moorooduc Highway, Winifred Street, Foot Street, Williams Street and Esplanade in the south, and Port Phillip Bay, Wells Street and Kananook Creek in the west.

Settlement of the area dates from the 1840s, with land used mainly for grazing. The township of Frankston was established in the 1850s, the site chosen due to its supply of freshwater from Kananook Creek. Growth took place in the 1880s, aided by the construction of the railway line. For much of early 1900s Frankston functioned as a resort town for Melbourne. Substantial growth occurred from the 1920s, spurred by the electrification of the railway. Significant residential development took place through to the 1950s, with some flats built in the 1960s. The area has developed into the major regional retail and commercial centre in Frankston City, servicing outer southern Melbourne and the Mornington Peninsula. The population and dwelling stock declined gradually between 1991 and 2006. The population then increased slightly between 2006 and 2011 as new dwellings were added to the area.
